		<description>Great article, Dianne.  And thank you for the Braithwaite reference, of which I was unaware.  Lately I am most concerned with environmental assessment, as being a less than ineffective tool to mitigate environmental harm, as you have noted, let alone prevent pollution.  I think it can even be viewed as a relatively inexpensive license to pollute, with the only chances of in-depth examination of local projects within a global context coming through properly-informed public review mechanisms. The engineered mitigation methods are, as you say, not enough.  Outright refusal of projects by the public on the basis of the inadequacy of safeguards against environmental harm are probably very rare.  I suspect this is because the local communities affected by projects are highly compromised by having to choose between socioeconomic benefits from projects and environmental protection.  The greater potential damage caused by tankers crossing the ocean or the incremental damage caused by one more project to extract more hydrocarbons from the earth&#039;s crust are not considered.  There is no mechanism for this.  Are there any statistics on the performance of EA?</description>
